2025 Regional Budget Prioritizes Welfare of Vulnerable Communities

The Jakarta Provincial Government prioritizes various policies to maintain the purchasing power of the community, especially vulnerable middle-class groups through good management of the Regional Revenue and Expenditure Budget (APBD).

This was stated by the Jakarta Governor, Pramono Anung when explaining the realization of the 2025 Fiscal Year APBD in a press conference held at the Balairung, Jakarta City Hall, Wednesday (1/21).

"The Jakarta Regional Budget is directed at protecting the purchasing power of the community, especially vulnerable middle class groups, through various policies," he stated.

These policies include regional fiscal incentives totaling Rp 7.14 trillion for 2.3 million taxpayers. Additionally, social assistance spending for education, social protection, and social rehabilitation totals Rp 4.3 trillion.

"As well as the provision of subsidies for transportation, food, wastewater management and drinking water reaching Rp 6.4 trillion," he continued.

The Jakarta Provincial Government also did not increase fares for public transportation in Jakarta last year, such as Transjakarta, LRT, and MRT. Pramono also announced the Jakarta Provincial Government's policy of providing water tariff relief to 386,963 customers, or 34.8 percent of the total, through the Healthy Water Card (Kartu Air Sehat).

Meanwhile, inflation in Jakarta was recorded at 2.63 percent (yoy) in December 2025, which is lower than the national inflation rate of 2.92 percent.

To control inflation, Pramono admitted that he continues to monitor prices, supply availability, and smooth distribution, as well as conducting effective public communication.

The Jakarta Provincial Government's efforts to maintain purchasing power also extend to workers. The 2026 Provincial Minimum Wage (UMP) increase of 6.17 percent demonstrates the Jakarta Provincial Government's commitment to worker welfare.

"This increase in the UMP is expected to maintain public consumption and strengthen domestic demand as one of our growth engines," he added.

This UMP policy is supported by welfare assistance for Jakarta Worker Card holders. Employees with a Jakarta Worker Card will receive subsidies from the Jakarta Provincial Government for transportation, water, food, and other benefits.

Throughout 2025, 18,383 active KPJ holders enjoyed free public transportation services in Jakarta.
